House Bill 769 - Department of Water Resources Appropriation FY 2023

• Appropriates $129,984,300 to the Department of Water Resources for fiscal year 2023 (July 1, 2022 - June 30, 2023) across five programs: Management and Support Services, Planning and Technical Services, Water Management, Northern Idaho Adjudication, and Bear River Basin Adjudication.

• Authorizes a maximum of 168.00 full-time equivalent positions for the Department during the fiscal year, with notification required to the Joint Finance-Appropriations Committee for any Governor-authorized increases.

• Transfers $716,000 from the Revolving Development Fund to the Aquifer Planning and Management Fund for aquifer monitoring, measurement, and modeling.

• Transfers $5,000,000 to the Secondary Aquifer Planning, Management, and Implementation Fund and $1,000,000 to the Water Management Fund (through the Idaho Water Resource Board) for aquifer recharge, flood management, hydrologic data collection, and flood risk reduction projects.

• Transfers $75,000,000 to the Water Management Fund for large water projects including Anderson Ranch Dam capacity increase, Mountain Home Air Force Base water supply, and Upper Snake River Valley recharge projects, with provisions requiring competitive matching grants and limiting non-grant funding to two-thirds of available moneys.
