HB 770 - Supreme Court Appropriation FY 2023

• Appropriates $105,504,000 to the Idaho Supreme Court for fiscal year July 1, 2022 through June 30, 2023, distributed across Supreme Court, Court of Appeals, District Courts, Magistrate Division, Water Adjudication, community-based substance abuse treatment services, senior judges, Guardian Ad Litem Program, and Judicial Council.

• Exempts the Supreme Court from object and program transfer limitations under Idaho Code Section 67-3511, allowing unlimited transfers between object codes and programs for appropriated moneys, except transfers between funds require legislative approval.

• Requires uncommitted retirement contribution remittances to the Judges' Retirement Fund from the General Fund to be transferred monthly into operating expenditures and then paid to the Judges' Retirement Fund.

• Mandates the Guardian Ad Litem Program submit a report detailing receipts, expenditures, and hours spent on fundraising activities to the Legislative Services Office Budget and Policy Analysis Division by December 31, 2022.

• Declares an emergency and makes the act effective July 1, 2022.
