Appropriates $196,828,600 from the Permanent Building Fund to the Department of Administration for the Division of Public Works for fiscal year 2023 (July 1, 2022 through June 30, 2023), including $31,728,600 for maintenance projects and $165,100,000 for capital projects and deferred maintenance.

Allocates funding for specific projects including ISP Facility in Idaho Falls ($11,200,000), ISU Leonard Hall Remodel ($3,400,000), and $150,000,000 for statewide deferred maintenance.

Appropriates $211,525,000 from the Permanent Building Fund for fiscal year 2022 (July 1, 2021 through June 30, 2022) with major projects including ISP Combined Lab ($29,000,000), CWI Health Science Building ($10,000,000), and Chinden Campus Improvements ($37,000,000).

Transfers $150,000,000 from the General Fund to the Permanent Building Fund for fiscal year 2023 and $211,525,000 for fiscal year 2022.

Requires Permanent Building Fund Advisory Council approval for project savings reallocation and directs the Department of Administration to use Chinden Campus funding to prepare office space for the Idaho Transportation Department as a replacement facility.
