Defines "service extender" as a person with a doctoral degree in psychology or master's degree in a mental health field permitted to provide psychological services under licensed psychologist supervision.

Authorizes the board to permit unlicensed persons to provide services under direct supervision of licensed psychologists, including test administration, shadowing, co-conducting therapy, and brief interventions with other health care professionals present.

Grants the board authority to establish rules permitting service extenders and to set standards for communication technology use in psychology practice.

Revises license denial and revocation provisions to reference crimes "deemed relevant in accordance with section 67-9411(1)" rather than all felonies.

Declares an emergency, making the act effective immediately upon passage and approval.
