House Bill 784 Summary

• Appropriates $11,513,700 to the Idaho Commission for Libraries for fiscal year 2023 (July 1, 2022 through June 30, 2023) from General Fund, Miscellaneous Revenue Fund, American Rescue Plan Fund, and Federal Grant Fund.

• Allocates funds across personnel costs ($3,087,900), operating expenditures ($4,216,200), capital outlay ($30,000), and trustee and benefit payments ($4,179,600).

• Limits the Idaho Commission for Libraries to a maximum of 37.5 full-time equivalent positions during the fiscal year, unless specifically authorized by the Governor.

• Reappropriates unexpended and unencumbered balances from the American Rescue Plan Fund for fiscal year 2022 (not to exceed $2,300,000) for nonrecurring expenditures in fiscal year 2023.
