Appropriates $3,879,500 to the Commission of Pardons and Parole for fiscal year 2023 (July 1, 2022 through June 30, 2023)

Funding breakdown: $3,077,000 from General Fund for personnel costs; $669,200 from General Fund for operating expenditures; $70,700 from Miscellaneous Revenue Fund; $50,000 and $12,600 from ARPA State Fiscal Recovery Fund for operating expenditures and capital outlay respectively

Limits the Commission to no more than 37.00 full-time equivalent positions during the fiscal year 2023 period, unless specifically authorized by the Governor

Requires the Joint Finance-Appropriations Committee to be notified promptly of any increased positions authorized beyond the 37.00 limit

Declares an emergency and makes the act effective July 1, 2022
