Appropriates $1,202,312,100 to the Public Schools Educational Support Program's Division of Teachers for fiscal year 2023, comprised of $1,154,838,400 from the Public School Income Fund, $36,473,700 from the ARPA State Fiscal Recovery Fund, and $11,000,000 from the Federal Grant Fund.

Transfers $1,154,838,400 from the General Fund to the Public School Income Fund on July 1, 2022, to support the appropriation.

Allocates $10,850,000 for professional development supporting instructors and pupil services staff, with distribution by formula prescribed by the State Department of Education and tracking of usage and effectiveness.

Distributes $36,473,700 from the ARPA State Fiscal Recovery Fund for additional compensation to instructional and pupil service staff in schools receiving educational support funds, allocated based on full-time equivalent positions.

Becomes effective July 1, 2022, as an emergency measure.
