Appropriates $13,300,000 to the Public Schools Educational Support Program's Division of Educational Services for the Deaf and the Blind for fiscal year 2023 (July 1, 2022 – June 30, 2023), funded from the Public School Income Fund ($13,058,400), ARPA State Fiscal Recovery Fund ($8,000), and School for the Deaf and the Blind Endowment Fund ($233,600)

Directs the Office of the State Controller to transfer $13,058,400 from the General Fund to the Public School Income Fund on July 1, 2022, with $13,058,400 of the total appropriation considered expended from the General Fund

Appropriates an additional $231,000 from the Public School Income Fund for fiscal year 2022 (July 1, 2021 – June 30, 2022) and directs transfer of $231,000 from the General Fund to the Public School Income Fund

Designates $231,000 of the fiscal year 2022 appropriation as expended from the General Fund

Declares an emergency, making the act effective immediately upon passage and approval
