Appropriates $71,467,000 to the Public Schools Educational Support Program's Division of Facilities for fiscal year 2023 from three sources: General Fund ($15,605,700), Bond Levy Equalization Fund ($24,173,800), and School District Building Account ($31,687,500).

Transfers necessary funds to the Bond Levy Equalization Fund to meet Section 33-906, Idaho Code requirements, with shortfalls covered by the Public Education Stabilization Fund if needed.

Sets the amount of revenue distributed to the General Fund at $1,288,100 for the fiscal year 2023 period.

Directs the Office of the State Controller to transfer $14,317,600 from the General Fund to the Public School Income Fund for facilities expenses during fiscal year 2023.

Declares an emergency and makes the act effective on July 1, 2022.
