Appropriates $100,643,000 total to the Department of Commerce for fiscal year 2023 (July 1, 2022 - June 30, 2023) across multiple funds including General Fund ($6,408,300), Tourism and Promotion Fund ($22,413,800), and Federal Grant Fund ($66,285,000)

Authorizes the Department of Commerce a maximum of 44.00 full-time equivalent positions during fiscal year 2023, with Governor authorization required for any increases and Joint Finance-Appropriations Committee notification

Reappropriates up to $35,000,000 in unexpended and unencumbered balances from the Idaho Broadband Fund for fiscal year 2022 for nonrecurring expenditures

Directs the Department of Commerce to allocate all moneys from the Infrastructure Investment and Jobs Act for broadband grants under the direction of the Idaho Broadband Advisory Board

Transfers $2,000,000 from the General Fund to the Idaho Opportunity Fund on July 1, 2022, and declares the act effective on that date as an emergency measure
