Creates new Section 67-1605A in Idaho Code to grant the Director of the Department of Administration authority to control use of roadways adjoining the state capitol building.

Director may alter use of roadways in the best interest of the state, including for security purposes, notwithstanding other provisions of law (sections 40-1310 and 50-1330).

Director must consult with the governor, presiding officers of the legislature, and Idaho State Capitol Commission before making alterations exceeding 7 days.

Applies to State Street, Jefferson Street, Sixth Street, and Eighth Street where adjacent to block one (1) as shown on the Boise City original townsite plat in Ada County Recorder's Office.

Declares an emergency, making the act effective immediately upon passage and approval.
