Creates a new landscape control permit system allowing owners of outdoor advertising signs and business identification signs to trim or remove vegetation blocking visibility within public rights-of-way.

Establishes "target view zones" based on speed limits: 250 feet for speeds under 35 mph, 400 feet for 35-55 mph, and 500 feet for speeds over 55 mph.

Sets permit fees not to exceed $200, plus additional payments of $500 per tree exceeding 4 inches diameter breast height and $200 per tree exceeding 2 inches diameter breast height; dead or diseased trees are exempt from fees.

Requires all responsible entities (Idaho Transportation Department, highway districts, counties, and cities) to establish a landscape control permit process by January 1, 2023, with permits issued within 30 days of application.

Prohibits any landscape control work within public rights-of-way except through authorized permits, and allows responsible entities to promulgate rules for administration.
