Appropriates $7,706,700 total to the Idaho Commission for Libraries for fiscal year 2023 (July 1, 2022 through June 30, 2023) from General Fund ($4,467,800), Federal Grant Fund ($3,070,800), Miscellaneous Revenue Fund ($70,000), and American Rescue Plan Fund ($98,100)

Authorizes the Commission no more than 37.50 full-time equivalent positions during the fiscal year 2023 period, unless specifically authorized by the Governor

Reappropriates up to $2,300,000 in unexpended and unencumbered American Rescue Plan Fund balances from fiscal year 2022 for nonrecurring expenditures through June 30, 2023

Requires the Commission to verify library resources for K-12 students comply with Idaho Code Sections 33-137 and 33-2508 regarding obscene material and to incorporate relevant statute references into its Electronic Resources Collection Development Policy

Requires the Commission to submit a written compliance report to the Joint Finance-Appropriations Committee by September 1, 2022
