Appropriates $7,706,600 to the Idaho Commission for Libraries for fiscal year 2023 (July 1, 2022 – June 30, 2023) from General Fund ($4,467,800), Federal Grant Fund ($3,070,800), Miscellaneous Revenue Fund ($70,000), and American Rescue Plan Fund ($98,000)

Authorizes a maximum of 37.50 full-time equivalent positions for the Commission during the appropriation period, with any increases requiring Governor authorization and Joint Finance-Appropriations Committee notification

Reappropriates up to $2,300,000 in unexpended and unencumbered balances from the American Rescue Plan Fund for fiscal year 2022 to be used for nonrecurring expenditures through June 30, 2023

Requires the Commission to verify K-12 library resources comply with obscene material statutes (Sections 33-137 and 33-2508, Idaho Code) and incorporate relevant references into its Electronic Resources Collection Development Policy

Requires a written report to the Joint Finance-Appropriations Committee by September 1, 2022 detailing compliance progress and associated internal audits
