Directs the Committee on Federalism to study Environmental, Social, and Governance (ESG) standards and draft protective legislation for Idaho.

Expresses legislative concern that ESG standards threaten individual and economic rights by evaluating businesses based on environmental, social justice, and governance causes rather than traditional economic metrics.

Notes that $130 trillion in assets are deployed through ESG standards by central banks, financial institutions, and governments including the Glasgow Financial Alliance for Net Zero (GFANZ) with over 450 member institutions.

States that 82% of large U.S. companies and thousands of companies across 50 countries already use ESG standards, creating competitive disadvantages for non-compliant businesses.

Requires the Committee on Federalism to report findings, recommendations, and proposed legislation to the Legislative Council by November 2022 and the First Regular Session of the Sixty-seventh Idaho Legislature.
