Idaho Department of Correction currently houses some prisoners in out-of-state private prisons or county jails due to lack of available space in state facilities.

A 2020 state Office of Performance Evaluations report determined it would be cheaper for the state to build a new prison than to continue placing state inmates in county jails or out-of-state facilities.

Department facilities provide rehabilitation and reentry programming that county jails and out-of-state prisons cannot offer.

Construction of a new women's facility would allow South Boise Women's Correctional Center to become a minimum security men's facility, freeing up approximately 700 beds for men.

House of Representatives supports the Idaho Department of Correction's request of $112.4 million from the Permanent Building Fund for an 848-bed minimum custody women's prison at the Idaho Department of Correction complex in Kuna.
