Converts Idaho's primary elections to nonpartisan format where all candidates appear on a single ballot regardless of party affiliation, with the top four candidates per office advancing to the general election.

Implements ranked-choice voting in general elections for county, legislative district, state, and federal offices (except president/vice president), allowing voters to rank up to four candidates with elimination rounds until a candidate receives over 50% of votes.

Maintains separate presidential primary and precinct captain elections as party-affiliated contests, while allowing unaffiliated voters to participate in these elections if political parties opt-in.

Repeals the independent candidate filing process and integrates independent candidates into the nonpartisan primary system with the same requirements as party-affiliated candidates.

Effective July 1, 2022, with extensive modifications to ballot design, candidate filing deadlines, vacancy-filling procedures, and voter registration/affiliation provisions throughout Idaho's election code.
