Establishes eligibility for Idaho public school students to be designated as "self-directed learners" based on demonstrating content mastery, teacher designation, and mastery of basic math facts by grade 5.

Requires students in grade 8 and above to complete and update student learning plans, pursue extended learning opportunities or advanced courses, and document personal life goals aligned with postsecondary career and education objectives.

Permits school districts and public charter schools to adopt policies establishing processes for designating students as self-directed learners, monitoring their progress, and rescinding the designation if students fail to meet agreed-upon criteria.

Grants self-directed learners the right to flexible learning arrangements, which may include flexible attendance, virtual school, extended learning opportunities, and other agreed-upon options approved by the student, teachers, and parents or guardians.

Provides that self-directed learners count as one (1.0) full-time equivalent (FTE) for funding purposes regardless of actual attendance or instructional hours, and requires annual reporting of self-directed learner numbers to the state department of education.

Effective date: July 1, 2022.
