Declares void any provision in written instruments relating to real property that forbids or restricts conveyance, occupancy, lease, or encumbrance based on race, color, ethnicity, or national origin.

Makes it unlawful to insert, honor, or attempt to honor such discriminatory provisions in the chain of title.

Allows property owners or tenants to record a restrictive covenant modification document with the county clerk at no cost to remove discriminatory language from property records.

Requires county clerks to develop a standard modification form and provide instructions on how to record it both in their offices and on their websites.

Prohibits deeds recorded on or after July 1, 2022 from containing references to racially restrictive covenants; mistakenly recorded deeds remain valid transfers but the prohibited language has no effect.
