Board of Environmental Quality consists of seven members appointed by the governor with Senate approval, serving at the governor's pleasure.

Members must be U.S. citizens, Idaho residents, and qualified electors with appropriate geographic representation; no more than four members from any one political party.

Board composition includes two members with knowledge of solid waste, two with air quality expertise, two with water quality expertise, and one with knowledge of all three areas.

At least four board members must represent the public interest and cannot derive significant income from persons subject to air quality permits or enforcement orders.

Effective date is July 1, 2022, with an emergency clause declared.
