Adds eligible cooperative service agencies to entities authorized to establish career technical schools that qualify for state funding appropriated for career technical education.

Requires cooperative service agencies to own or maintain a facility separate from any of the member school districts that make up the cooperative service agency.

Career technical schools must meet three criteria: serve students from two or more high schools with no single high school comprising more than 85% of enrollment, offer majority of programs leading to postsecondary credit or apprenticeship opportunities, and provide at least one supervised field experience for all students.

Schools must also meet at least one additional requirement: separate funding from regular secondary support units, separate governing board, or majority of programs at dedicated facilities separate from regular high school facilities.

Act takes effect immediately upon passage and approval as an emergency measure.
