Removes subsection (4) from Idaho Code Section 72-1202, which previously stated that youth employment and job training program participants shall not be employees of the state of Idaho entitled to personnel benefits under the state personnel system.

Retains requirements that the Workforce Development Council develop and implement youth employment and job training programs to increase employment opportunities for Idaho's youth.

Maintains minimum eligibility criteria requiring participants to be lawful residents of the United States and the state of Idaho.

Preserves the council's authority to enlist state and federal agencies, local governments, nonprofit organizations, and private businesses as program sponsors based on resource availability and matching contributions.

Effective date is July 1, 2022, with an emergency declaration allowing immediate implementation.
