Amends Idaho Code Section 56-1004A to allow applicants to submit criminal history and background check applications with an electronic signature instead of a notarized signature.

Authorizes the Idaho Department of Health and Welfare to conduct fingerprint-based criminal history and background checks of individuals providing care or services to vulnerable adults and children.

Requires applicants to disclose all requested information including past convictions, driver's license revocations, and known adult or child protection findings on their applications.

Grants immunity from liability to the department and employers who make employment decisions based on reasonable reliance of the background check results.

Declares an emergency and makes the act effective July 1, 2022.
