Requires executive orders and proclamations during disaster emergencies to be narrowly tailored to protect life and property without placing unnecessary restrictions on a person's ability to work, provide for families, or contribute to the state economy.

Prohibits the governor and governmental entities from imposing additional restrictions on lawful manufacturing, possession, transfer, sale, transport, storage, display, or use of firearms and ammunition during a state of disaster emergency.

Declares firearms, ammunition, shooting ranges, and related goods and services to be life-sustaining essential businesses and services during declared emergencies.

Prohibits suspension or revocation of concealed weapons licenses and prevents seizure or confiscation of privately owned firearms and ammunition during a state of disaster emergency.

Restricts the governor from altering, adjusting, or creating any provision of Idaho Code during a state of disaster emergency.

Effective date: July 1, 2022.
