Allows ballots to be unsealed and resealed as part of a postelection audit conducted under new section 34-1203A.

Requires the Secretary of State to order postelection audits after completion of county canvasses for primary, general, and presidential primary elections.

Authorizes postelection audits for federal elections, gubernatorial elections, statewide office elections with narrowest vote margins, statewide ballot questions with narrowest vote margins, and one legislative office election per county.

Requires precincts for audit to be selected by lot without computer use at an open public meeting, limited to 5% of county precincts or one precinct minimum, unless selected ballots total less than 2,100.

Designates the Secretary of State to conduct audits with procedures developed in consultation with county clerks, and pays all audit costs including county clerk reimbursements.
