Amends Idaho Code Section 42-2401 to revise notice requirements for irrigation and canal companies proposing changes to articles of incorporation or bylaws.

Changes notice publication requirement from four (4) weeks in a newspaper of general circulation in the county where the main office is located to two (2) weeks in a newspaper within the canal company service area and the county of the principal place of business.

Allows notice to be given either by newspaper advertisement or by written notice sent via U.S. mail, postage prepaid, to stockholders at their last known post office address.

Declares an emergency and makes the act effective on July 1, 2022.
