Amends Section 43-111, Idaho Code to revise voter qualifications for irrigation district elections for electing directors, creating indebtedness, and issuing bonds.

Requires voters to own land on the district's assessment book, possess general state elector qualifications, and be a county resident for 30+ days before the election.

Allows districts to adopt bylaws by two-thirds board resolution and two-thirds voter approval to permit landowners voting if they reside within 15 miles of the district for at least 30 days prior to the election.

Establishes that after majority voter approval, subsequent elections allow voters to cast one vote per assessed acre owned within the district, with co-owners limited to total votes equal to their combined acreage.

Effective date is July 1, 2022, declared as an emergency measure.
