Defines dyslexia as a neurological learning challenge characterized by difficulties with accurate or fluent word recognition, poor spelling and decoding abilities, and deficits in phonological language processing.

Requires the state department of education to administer tier 1 dyslexia screening to all kindergarten through grade 5 students beginning in the 2022-2023 school year, with tier 2 screening added starting in the 2023-2024 school year.

Mandates local education agencies provide evidence-based interventions aligned with the Idaho comprehensive literacy plan for students identified with dyslexia characteristics, with parent notification required.

Requires all elementary instructional staff to complete at least one semester credit in dyslexia-specific professional development by the 2023-2024 school year, and all instructional certificates must include one or more credits toward recertification in dyslexia identification and pedagogy by the 2025-2026 school year.

Takes effect on July 1, 2022 as an emergency measure.
