Amends Idaho Code Section 41-2503 to modify how underinsured motorist coverage is construed for policies issued or renewed on or after January 1, 2023

Provides that underinsured motorist coverage with limits less than two times the minimum bodily injury or death limits shall be construed to provide coverage in excess of the underinsured motor vehicle's liability coverage

Maintains existing definitions and conditions for uninsured motorist coverage, including coverage when a liability insurer is insolvent

Preserves all other terms and conditions of motor vehicle liability insurance policies providing uninsured or underinsured motorist coverage

Declares an emergency and makes the act effective July 1, 2022
