Establishes supplemental Medicaid reimbursement for ground emergency medical transportation services provided by state or political subdivision providers with licensed emergency medical personnel.

Eligible providers must provide ground emergency medical services to Medicaid beneficiaries, be enrolled as Medicaid providers, and be state or political subdivision entities employing or contracting licensed emergency medical services personnel.

Supplemental reimbursement equals the federal financial participation amount received from submitted claims, and cannot exceed 100% of actual costs when combined with other Medicaid reimbursement sources.

Payment methodology must be approved by the Centers for Medicare and Medicaid Services and distributed based on per-transport basis or other federally permissible methods.

Program requires no state general fund expenditure; participating governmental entities must certify eligibility of claimed expenditures under federal law (42 CFR 433.51) and the Department of Health and Welfare must obtain federal approval before making any payments.
