Raises the legal age to possess, purchase, use, or consume tobacco products and electronic smoking devices from 18 to 21 years old throughout Idaho Code Chapter 39-57.

Allows parents or guardians of minors under 18 convicted of tobacco violations to be required to participate in tobacco awareness programs or community service in addition to fines and penalties.

Permits employees aged 18-20 years to sell or distribute tobacco products and electronic smoking devices, while prohibiting younger employees from selling (though they may stock shelves and perform non-sales duties).

Requires minors assisting with random unannounced inspections to have written parental or guardian consent and prohibits them from providing false identification or age statements.

Effective date is July 1, 2022, declared an emergency measure.
