Removes prior exemption language in Section 54-2303 regarding students, interns, and residents in psychology, consolidating those provisions while maintaining exemptions for government employees, educators, and researchers.

Adds board powers in Section 54-2305 to establish rules for service extender permitting and certification standards for communication technology use in psychology practice.

Changes language in Section 54-2309 from "felony crime" to "felony crime that is deemed relevant in accordance with section 67-9411(1)" and adds emergency clause for immediate effectiveness.
