Establishes that complaints, investigations, and informal proceeding records held by the division of occupational and professional licenses are exempt from public disclosure under Idaho's public records act.

Authorizes division boards and commissions to conduct joint investigations of licenses, permits, registrations, and certificates with other division boards or commissions.

Permits the division and its boards and commissions to share investigative, litigation, and compliance materials in connection with joint or individual investigations.

Clarifies that internal sharing of investigative records between division boards, commissions, and division staff does not change the confidentiality protections under Idaho public records law.

Allows subpoenas issued by one division board or commission to be enforced by any other division board or commission.
