Amends Section 54-310 of Idaho Code to allow the architecture board to grant licenses through mutual recognition agreements with other states, territories, jurisdictions, or countries.

Preserves existing provisions allowing license by endorsement for architects holding valid licenses in other jurisdictions with substantially equivalent requirements, upon payment of a board-set fee.

Adds new authority for the board to grant licenses pursuant to terms of reciprocal licensure agreements negotiated with other regulatory entities.

Declared an emergency measure effective July 1, 2022.
