Adds new subsection (19) to Idaho Code Section 48-603 prohibiting taking advantage of a declared disaster or emergency by selling fuel, food, pharmaceuticals, water, or temporary health care services at exorbitant or excessive prices to consumers.

Applies only to the geographic location and duration specified in the governor's or federal disaster/emergency declaration under Idaho Code chapter 10, title 46, or the federal Disaster Relief Act of 1974.

Defines "temporary health care services" as services provided by persons engaged for hire in temporary employment at health care facilities, excluding independent contractors who work on their own.

Requires courts to evaluate price increases by considering pre- and post-emergency pricing, additional business costs incurred, loss of sales volume, and declaration duration, while excluding consideration of profit margins.

Eliminates any private cause of action under this provision, making enforcement available only through government action.
