Lowers the minimum age from 19 to 17 years for individuals who may sell, serve, possess, or dispense liquor and beer in the course of employment (Sections 23-943, 23-949, 23-1013)

Lowers the minimum age from 19 to 17 years for individuals who may sell, serve, possess, or dispense wine in the course of employment (Section 23-1334)

Maintains the prohibition on persons under 21 years of age from entering or remaining in licensed establishments that sell liquor by the drink, with exceptions for musicians and singers 18 years or older

Clarifies that persons who sell, serve, or dispense alcohol in compliance with these provisions shall not be deemed to "possess" alcohol in violation of Idaho Code section 23-604

Becomes effective July 1, 2022, and is declared an emergency measure
