Creates the Economic Outlook and Revenue Assessment Committee composed of 9 House members appointed by the Speaker and 9 Senate members appointed by the Senate President Pro Tempore, with one cochair designated from each chamber.

Authorizes the committee to assess Idaho's economy by hosting expert testimony from economists, business leaders, and industry representatives regarding current economic conditions and outlook for the current and subsequent state fiscal years.

Directs the committee to review the governor's revenue forecast with emphasis on the current and subsequent state fiscal years.

Requires the committee to recommend total estimated revenues available for appropriation to the Joint Finance-Appropriations Committee, considering the governor's forecast, expert testimony, and members' expertise.

Mandates the committee meet when each regular legislative session convenes and at other times as necessary.
