Revises Idaho Code Section 35-301 to clarify that it is unlawful for any person, firm, or corporation that has barbed wire or barbed wire fences to allow them to be left down, strewn around, or in disrepair in a manner likely to injure livestock.

Amends Section 35-302 to require any person, sheriff, deputy sheriff, constable, or policeman with knowledge of barbed wire or fencing that is down, strewn, or in disrepair to give notice verbally or otherwise to the owner.

Changes the compliance timeline in Section 35-303 from ten (10) days to five (5) days for owners to correct violations after receiving notice.

Modifies penalties in Section 35-305 to classify first-time violations as infractions with a fine of $150, and second or subsequent violations within five years as misdemeanors with a minimum fine of $250 and up to six months in jail.

Becomes effective July 1, 2022, with an emergency declaration.
