Senate Bill 1315 Summary

• Full-day kindergarten programs require 810 minimum instructional hours annually (compared to 450 for half-day), must be evidence-based best practices, and must include parent engagement components with research-based strategies.

• School districts receiving full-day kindergarten state funding cannot include full-day kindergarten costs in local maintenance and operation levies.

• Kindergarten support unit computation uses a divisor of 420 for districts with 410 or more average daily attendance, with adjusted divisors for smaller districts; full-day kindergarten students count as 1.0 full-time equivalent enrollment.

• Full-day kindergarten participation is optional pursuant to section 33-208, Idaho Code, and the state department of education must establish reporting requirements for documentation of these programs.

• Act takes effect July 1, 2022, and is declared an emergency.
