Amends Section 54-1733 to prohibit prescription drug orders based solely on static online questionnaires or consultations conducted outside an ongoing clinical relationship, establishing this as unlawful unprofessional conduct.

Modifies Section 54-5703 to clarify that "asynchronous store and forward transfer interaction" means transmission of patient health care information that does not occur in real time, and excludes audio-only services without access to patient medical records from the definition of telehealth services.

Revises Section 54-5705 to allow providers to establish provider-patient relationships through two-way audio, audio-visual, or asynchronous interaction for telehealth services, provided the applicable Idaho community standard of care is satisfied.

Updates Section 54-5706 to require providers to obtain and document patient clinical history and current symptoms prior to prescribing, and prohibits treatment based solely on static online questionnaires as an acceptable standard of care.

Declares an emergency and makes the act effective July 1, 2022.
