Creates the Idaho Board of Naturopathic Health Care with five members appointed by the governor, including licensed naturopathic doctors, a public member, and a doctor of medicine or osteopathy.

Establishes voluntary licensure for naturopathic doctors who hold current licenses in medicine, osteopathy, podiatry, dentistry, chiropractic, or advanced practice nursing and possess an accredited naturopathic doctoral degree.

Allows licensed naturopathic doctors to perform diagnosis and treatment using natural methods, minor procedures with local anesthetics, and physical examinations, with prescriptive rights available only if they hold a DEA registration, complete 45 pharmacology credit hours, and hold another professional license permitting drug prescription.

Permits optional registration for lay naturopaths with scope of practice limited to practices allowed under existing Idaho law, with no requirement for minimum qualifications beyond board approval.

Establishes a formulary committee to approve prescriptive medication lists before the board authorizes individual prescriptive rights, and provides board immunity for good faith reporting of violations.
