Adds definition of "telecommunications service" to mean work performed by trainees via telephone or similar technology for consumers or private employers.

Authorizes the state board of correction to establish contracts with private employers for trainees to provide telecommunication services at call or contact centers located at board-controlled facilities or private employer locations.

Requires the board to establish rules considering factors before entering contracts, including ensuring no displacement of employed workers, inmate safety, industry regulation compliance, and security risks.

Mandates all money derived from contracts be deposited into the correctional industries betterment account and requires trainees receive stipends with authorized deductions for incarceration costs, restitution, reentry resources, and reentry savings.

Declares an emergency and makes the act effective July 1, 2022.
