Amends Section 18-2402, Idaho Code, relating to theft definitions to clarify that an "owner" includes any person who physically delivers or transfers goods or property to a purchaser through a fraudulent agreement where the purchaser has no intention to pay.

Specifies that such owners retain a superior right to possession of goods or property over fraudulent purchasers, regardless of contrary provisions in chapter 2, title 28, Idaho Code.

Makes technical corrections to existing definitions including replacing "which" with "that" throughout the statute for grammatical consistency.

Declares an emergency and provides an effective date of July 1, 2022.
