Establishes a Rural Veterinarians Loan Repayment Program administered by the State Department of Agriculture with a dedicated fund in the state treasury.

Creates a seven-member review board consisting of the Idaho state veterinarian, production agriculture representatives, and veterinarians to review applications and recommend grant awards.

Provides grants up to $25,000 per year and $75,000 over three years maximum to licensed veterinarians dedicating at least 50% of their practice to food and production animals in rural areas.

Sets application period from October 1 to November 30 annually, with board notification of decisions by February 15 prior to the grant period running December 1 through June 30.

Allows the department to administer the program with up to 10% of annual appropriations for administrative expenses; provides penalties for fraudulent applications and administrative appeal remedies.
