Appropriates $685,600 total to the State Independent Living Council for fiscal year 2023 (July 1, 2022 through June 30, 2023) from General Fund ($237,700), Dedicated Fund ($389,000), and Federal Grant Fund ($58,900)

Allocates funds across personnel costs ($453,600), operating expenditures ($206,900), and trustee and benefit payments ($25,100)

Limits the State Independent Living Council to no more than 4.00 full-time equivalent positions during the fiscal year, unless specifically authorized by the Governor

Requires the Joint Finance-Appropriations Committee to be promptly notified of any increased positions authorized by the Governor

Declares an emergency and makes the act effective on July 1, 2022
