Establishes a dedicated hospital assessment fund administered by the Department of Health and Welfare to receive private hospital assessments and federal matching funds for Idaho Medicaid payments.

Requires Idaho Medicaid to seek Centers for Medicare and Medicaid Services (CMS) approval by July 1, 2022, for an updated upper payment limit calculation methodology to account for the shift from retrospective cost settlements to prospective payment systems.

Increases the hospital assessment rate beginning July 1, 2022 (or upon CMS approval, whichever is later) to attain an increased supplemental upper payment limit payment, subject to CMS approval and legislative appropriation.

Adds a new 30% assessment on upper payment limit payments beginning July 1, 2023, to support general fund Medicaid needs, contingent on CMS approval of the updated methodology and only if upper payment limit payments exceed total assessments.

Effective date is July 1, 2022, declared as an emergency measure.
