Adds definition of "high school student" as a person who has completed the first two years of high school and is enrolled in a high school or secondary school licensed under the chapter.

Allows high school students enrolled in a licensed barber or cosmetology school to accrue required course instruction hours toward licensure while under 16.5 years of age.

Removes the definition of "Bureau" meaning the bureau of occupational licenses and renumbers subsequent definitions accordingly.

Reorganizes and clarifies existing definitions related to barbering, barber-styling, cosmetology, electrology, esthetics, nail technology, and related occupations.

Effective date of July 1, 2022, with emergency clause declaring the bill in full force and effect immediately.
