Appropriates $5,409,100 total to the Commission for the Blind and Visually Impaired for fiscal year 2023 (July 1, 2022 through June 30, 2023), distributed across personnel costs ($3,351,700), operating expenditures ($818,500), and trustee and benefit payments ($1,238,900).

Funds come from General Fund ($1,582,000), Federal Grant Fund ($3,481,200), and four other smaller revenue sources including Randolph Sheppard Fund, Rehabilitation Revenue and Refunds Fund, Miscellaneous Revenue Fund, and Adaptive Aids and Appliances Fund.

Authorizes the Commission for the Blind and Visually Impaired to maintain no more than 41.12 full-time equivalent positions during the fiscal year, with any increased positions requiring specific Governor authorization and notification to the Joint Finance-Appropriations Committee.

Declares an emergency and makes the act effective on July 1, 2022.
