Senate Bill No. 1367 Summary

• Increases the contribution threshold triggering political committee status from $1,500 to $1,500 (5 hundred dollars) and clarifies reporting requirements for entities registered with the federal election commission making expenditures in Idaho.

• Revises campaign finance reporting thresholds, requiring itemization of contributions and expenditures exceeding $50 (previously $25) and establishes new special reporting requirements for contributions of $1,000 or more within two days of receipt.

• Creates new Section 67-6608 establishing special reports for independent expenditures and electioneering communications exceeding $1,000, requiring reporting within two days with detailed recipient and purpose information.

• Repeals sections 67-6608, 67-6610, 67-6611, 67-6614, and 67-6628, consolidating and reorganizing reporting requirements into revised sections 67-6608 and 67-6610.

• Revises lobbyist reporting requirements to use terminology "convened and in session" for legislative reporting schedules and updates the Secretary of State's public reporting procedures to make lobbyist information available on the website rather than through physical office inspection.

• Becomes effective January 1, 2023.
