Removes outdated "good moral character" language from 34 Idaho Code sections governing occupational licensing across multiple professions (accountants, podiatrists, dentists, physicians, therapists, counselors, operators, and others)

Replaces moral character provisions with specific requirement that applicants must not have been convicted, found guilty, or received withheld judgment/suspended sentence for crimes deemed relevant under section 67-9411(1), Idaho Code

Standardizes criminal disqualification language across all occupational licensing statutes to reference a single definition of relevance rather than subjective character assessments

Makes technical corrections and definition revisions in related sections (54-206 for accountants, 54-1803 for physicians, and others)

Effective date: July 1, 2022 with emergency clause
